would it be possible to push out 18psi with the stock cat, no 3" downpipe? If the answer is no than, estimated, what would be the highest boost i can get?

There is aftermarket down-pipes with a high-flow cats built into them, so boost levels will be able to be obtained. It still adds you a good 30HP, and quicker spooling response. Suprastore sells one, its Stainless Steel w/ Integrated High-Flow Cat. If emmissions you are worried about and visual tests.
