i have a hose(thin and black) that leads to the bottom of the speed control actuator. what is this vacume? my line to it somehow was cut(dont ask) do i need this hose?..what should i do

If it runs to your speed control actuator, it would be your cruise control line. Is it at the top of your engine bay on the driver side? the hose runs to a big round thing right? If so, than it is your cruise control. If your cruise control works and you want cruise control than its up to you either can remove it or connect it again. ON my '85 supra I removed that sucker because mines didn't work from the beginning.
